Characteristic Strength Is Not the Producer's Mean Target
A class such as C30/37 states characteristic cylinder/cube strength. Because real production varies, a producer's working mean has to sit above that characteristic level by enough margin to satisfy the applicable conformity criteria consistently.
Why the mean must be higher
Production results form a distribution rather than one repeated number. If the process mean sat exactly at the characteristic value, normal variation would create too many low results. The working target therefore includes a margin that reflects expected variability and the applicable conformity approach.
There is no universal “+8 MPa UK rule” for every producer
A fixed margin is useful for an educational example, but real production capability depends on quality history, process control and the governing conformity procedure. A plant with established, stable data is not in the same statistical position as first production with little evidence.
