Fine Aggregate Content
Unlike coarse aggregate, fine aggregate content in ACI 211.1 is not read from a table — it is whatever volume is left over once everything else has been accounted for.
The absolute-volume method
ACI 211.1 proportions concrete on the basis of absolute volume: the volumes of water, cement (or cementitious material), coarse aggregate, and air, each calculated from their mass and specific gravity, are added together and subtracted from the total unit volume of concrete being designed — one cubic yard in US customary units. Whatever volume remains is assigned to fine aggregate, and its mass follows from that volume and the fine aggregate's specific gravity. Fine aggregate is therefore the "fill the gap" component of the mix rather than an independently sized quantity.
ASTM C33 grading, governed by fineness modulus
The fine aggregate itself must conform to the grading (particle size distribution) requirements of ASTM C33, the standard specification for concrete aggregates. Within that specification, the single parameter used to characterize and govern the sand's fineness in mix proportioning is the fineness modulus — a single number derived from the aggregate's sieve analysis, with a higher value indicating a coarser gradation. Fineness modulus is exactly the parameter used earlier in ACI 211.1 Table 6.3.6 to size coarse aggregate content (see Coarse Aggregate Content), so the same sand test result governs both aggregate calculations.
No grading zone system in US practice
Some other national mix design systems classify fine aggregate into numbered grading zones based on where its sieve analysis falls within a set of envelope curves. US practice under ASTM C33 does not use a grading zone system at all — conformance is checked directly against the ASTM C33 grading envelope (upper and lower percent-passing limits at each sieve size), and fineness modulus alone is the number carried forward into the ACI 211.1 proportioning calculation. If you're used to a grading-zone approach from another region's practice, there is no direct US equivalent to look up — fineness modulus does that job here.
