Target Mean Strength Explained

Concrete mix design is never targeted at the bare characteristic strength — it is targeted above it, at a target mean strength, to allow for normal production variability.

Why design above the characteristic strength

The characteristic strength, fck (the number in a class like C25/30), is a value that a defined proportion of test results is allowed to fall below — it is a statistical floor, not the strength every batch must exceed. A mix designed exactly at fck would fail conformity almost by definition, because normal batch-to-batch variability means roughly half of results would then fall below it. To allow for that variability, mix design targets a target mean strength, fcm, set above fck by a margin — commonly around 8 N/mm² for reasonably controlled production — so that the expected spread of results still clears fck with the required statistical margin.

Conformity criteria

EN 206 conformity for strength is checked using statistical criteria applied to groups of test results (not a single cube or cylinder in isolation) — broadly, the mean of a group of results must clear fck by a set margin, and no individual result may fall below fck by more than a set amount. A producer with tighter, more consistent quality control (a lower standard deviation) can sometimes use a smaller margin than the default 8 N/mm² figure and still meet these criteria, because their results cluster more predictably around the mean.

Frequently asked questions

Is the ~8 N/mm² margin fixed for every producer?

No — it is a common default for standard production control, but a producer with a demonstrated, tighter standard deviation from their own quality records can justify a different (potentially smaller) margin under EN 206’s conformity rules.

Does a single low test result mean the concrete fails?

Not automatically — conformity is judged on defined criteria over a group of results, with an individual-result minimum threshold, rather than any one low result alone condemning the whole batch, though a low result should always be investigated.

Does the margin change with exposure class?
