Prescriptive vs Performance-Based Concrete

ACI 301 recognises two different ways to specify concrete, which shift responsibility for the mix design between the specifying engineer and the contractor/producer. This page explains the difference.

Prescriptive specification

In a prescriptive specification, the engineer of record states the exact mix composition — cement content, water-cementitious ratio, aggregate types and proportions, and any admixtures — directly in the contract documents. The contractor's and producer's responsibility is limited to correctly batching and placing concrete to that stated recipe; responsibility for whether the resulting concrete achieves the intended in-place performance sits with whoever specified the recipe.

Performance-based specification

In a performance-based specification, the engineer of record instead states the required properties — specified compressive strength (f′c), the exposure categories that apply (and their resulting w/cm and strength limits under ACI 318), slump or workability requirements, and any other performance criteria. The contractor and concrete producer are then responsible for selecting a mix design that achieves those requirements. This is the approach this site's calculator follows: you enter the performance requirements, and the calculation proportions a mix by the ACI 211.1 method intended to meet them.

Why the distinction matters

The two approaches place responsibility differently. With a performance-based specification, a producer whose concrete fails to meet the stated performance has not fulfilled the specification, and is responsible for adjusting the mix. With a prescriptive specification, a producer who correctly batches the stated recipe has fulfilled the specification — even if the resulting concrete underperforms — because the engineer chose the composition. ACI 301 and most current US practice favor performance-based specification for exactly this reason: it places mix-design responsibility with the party best positioned to test and adjust it, normally the producer.

Is a prescriptive specification ever the better choice?

For most new designs, a performance-based specification is more straightforward and is the more common approach in current practice.

Does this affect who does the trial batching?

Under a performance-based specification, the producer is normally responsible for trial batches to prove the mix meets the stated requirements. Under a prescriptive specification, trial batches confirm the stated recipe behaves as expected, but do not shift design responsibility.
